1.1. AN INVESTIGATION INTO THE CAUSES OF EMPLOYMENT CONFLICT IN THE CIVIL SERVICE WITH PARTICULAR REFERENCE TO THE MINISTRY OF INFORMATION COMMUNICATION TECHNOLOGY,POSTAL AND COURIER SERVICES
1.2 BACKGROUND TO THE STUDY
The Ministry of Information Communication Technology, Postal and Courier Services just like many organisations is experiencing debilitating conflicts among its employees ,which range from management itself and between management and operational staff and departmental conflicts where the smooth flowing of activities is always affected. The staff compliment of this Ministry is only about ninety four (94) against a staff establishment of 181 members. Formed after the consummation of the inclusive Government in 2009, the ministry is mainly anchored on the department of Central Computing Services (CCS) formerly under the ministry of Finance a department responsible for computerisation of government departments in addition to providing the support services such as repairs of computer hardware and network problems. The Ministry was established to spearhead the utilisation of information communication technologies for the betterment of lives of Zimbabwean citizens through the systematic provision of ICT infrastructure and regulatory framework, value addition as well as promoting the development of locally manufactured information technology software and applications for import substitution.
All in all , The Ministry has six departments which all report to the Permanent Secretary though the 3 technical departments of Research ,Infrastructure Development and Management, ICT Services and Policy development, coordination and e-Government do so through the Principal Director in addition to having three directors responsible for these individual departments. The other departments which are loosely called support services are the Finance, Human Resources and Administration, Audit and the Legal departments. These departments consists of various...
