Individuals with Disabilities Education Improvement Act requires that multiple sources of qualitative data are used to determine a student’s eligibility for special education services and the data is then used to support the construction of remedial programming. (IDEA 2004)   Because of this mandate, educators now have to learn how to effectively assess students and use this data for the determination or need of these services we all have the right to.   Educators must be educated on basic data collecting techniques.   Analyzing and interpreting the student outcomes requires making sure the assessments are valid.   As educators, when we look to see if an assessment is valid, we need to be sure that the test is measuring what it is supposed to.   For example, does science test only test science, or reading ability too?   This outcome depends on the reliability.   Reliability is measured by administering and re-administering the same test and receiving the same outcomes.   This can occur even when there are different people grading the test and if the student is taking the test in a different area.   In order for the assessment to be reliable, the outcomes need to be similar.  
When those outcomes are presented, being able to interpret them is most important.   In order to report a students’ ability when compared to a predetermined mean, educators can use standard scores, scaled scores, T-scores, Z-scores, or percentile rankings.   An example of an assessment used is norm-referenced testing, a comprehensive test that compares scores among the people who actually took the test.   They are measured by a percentile and use standardized procedures similar to the ones we use when giving our state exams.   They are timed, monitored, and the same exam is that are given to all included in the “norm group”.   On the other hand there are criterion based tests are more teacher made.   They are more concerned with mastering a certain subject like math or science.   I use this form of testing...
