      Executive summary

      Medicaid has been in existence for over forty years, and throughout the years Medicaid has changed from a single Medicaid plan to a Managed Care Program.   In this paper I will discuss the changes in Medicaid specifically in the state of Ohio while comparing it to some other states and federal Medicaid programs.   The changes I will be discussing are but not limited to the selecting process for an MCP the physician’s role and the budget of Medicaid programs.


































      Medicaid and Medicare were both established in 1965 as a federal/state program under the Social Security act.   Medicaid is for low-income Americans, and it purpose is to provide federal matching funds for certain health care services for all eligible people. Each state is responsible for administering the Medicaid program for it own state. The Ohio Medicaid program began in 1968.   In Ohio 24% of state expenditures goes to Medicaid and this is why changing the program in anyway could have a huge impact on this state.
      In 2005 the President wrote the budget for 2006 to include major proposals relating to Medicaid.   The main proposal was to reduce the net federal funding for Medicaid by $45 billion over the next ten years. The federal government wants to shrink it’s contribution to the state Medicaid cost without reducing the actual Medicaid costs, with these reductions many states including Ohio will struggle to fund their share of Medicaid cost.
