Mental illness and crime have been known to be connected with each other in many
cases. Those who have committed crimes go through the court and prison systems while never
being diagnosed with any mental illness. This can cause a larger problem after the individuals
release because of their inability to properly function in a community. Research has shown those
who suffer from mental illnesses are at risk for recidivism. This threatens the safety of the
community and the safety of the mentally ill individual. With this understanding, if those who
suffer from mental illness but do not receive proper treatment for it are at higher risk for
recidivism, then those who do receive proper treatment post release should be less likely to
reoffend.  
The California Department of Corrections and Rehabilitation designed a program for
parolees who were found to be mentally ill. Developed in 1954, the program included an
outpatient clinic system to help those suffering from mental illnesses. “From the programs
inception until October 1, 2000, parole agents were primarily responsible for referring parolees
to the parole outpatient clinics for services” (Farabee, 2006).   Parole agents gave parolees
referrals based on their history with mental illness, mental illness treatment while in prison, or if
the parolee showed signs of being mentally ill while in the presence of the parole agent. The
problem with this approach was parolees who should have been seen eligible for the outpatient
program were not afforded it because of misidentification on the part of the parole agent or they
were not given appropriate treatment while in prison, which misrepresented the parolee’s mental
illness to simply be delinquent behavior. Also, this put the parole agent in a place where they
were allowed to be biased because of information given to them regarding the inmate. The
