Review of Collective Bargaining Agreement
In reviewing the collective bargaining agreement for Community Action Partnership of Kern (Head Start) and I did determine that in some of the written information there can be concerns by employees. The union that represents the employees of Community Action Partnership OF Kern is the Service Employees International Union, (SEIU) Local 521 CTW, CLC. The Union became a part of the partnership in the early 2000’s. There are over four hundred employees which work for Community Action Partnership of Kern and are in the Local 521 CTW,CLC Union. The Union has exclusive rights to represent the employees in the bargaining unit as represented by state and federal law. The purpose of the Union is to promote harmonious Partnership/employee relations between the Partnership and the Union; establish an equitable and peaceful procedure for the resolution of differences issues related to the establishment of rates of pay, hour of work and other terms and conditions of employment; and the promotion of the quality of the Head Start program and the fulfillment of it mission and value statements.

In section 3 posting of vacancies there are some words that can be misconstrued by an employee. An employee may submit to a transfer request in accordance with the Partnership’s transfer procedure within the posting period. Although when reading this section it states that “employees wishing to promote must submit an application to promote to the posted vacancy to Human Resources. In the same paragraph it states employees desiring to seek a promotion must submit an application to the Human Resources Department.
