Was the civil Services a steel frame for India? (40 marks)
The Indian civil Services was an hierarchical structure, starting from crown to local offices. The service was the administrative body necessary for effective British rule in India. The civil services consisted mainly of British, intelligent, young men and some Indians. Civil services tried making India better and the purpose of the Civil services was for the authority to take control of India. The civil services consisted people of such as the viceroy, princes, governor, district officers, local councils and local officers. The steel frame refers as a strong frame, predominant of British men. The administrative structure set up by the British in India provided an effective framework within which the power of the British Raj could be exercised. Civil services developed differences and attitudes and were responsible for matters such as education, business, etc. Historians have different understanding and knowledge of India being a steel frame. Source K demonstrates the significance of the ICS "education, irrigation, police and railways". This supports the view that the civil services was a steel frame. Each of them highlights the contribution towards the greatness they did for India. By introducing those, it shows that they were there for the right reason and they were a steel frame for India. Each of those show that the system was firm, loyal, organised and this implies the ICS was strong like a steel frame. However, the ICS involved people that were mostly white. The political power were ruled by British people and although Indians could join the civil service, not many actually did. This was because they had to take professional exams which involved money and western education. Because of this, there wasn't many Indians that were involved in the ICS.
