Women’s roles and capabilities have been overshadowed by patriarchy from various angles in most Sub Saharan African countries including Zimbabwe. Empowerment of women is high on the agenda in most of Zimbabwe’s development plans and policies. The Government of Zimbabwe is a signatory to various conventions on the empowerment of women and it has made strides to include women in all sectors of the economy and in the affairs of the state.

Non Governmental Organisations (NGO) have shown the potential to facilitate the process of empowerment among women. In Zimbabwe many Non Governmental Organisations have taken the initiative of partnering with Government and other Civil Society Organisations (CSOs) responsible for gender issues to map the way forward on issues concerning empowering rural women. The major thrust is to enable women to gain equal opportunities in accessing control over the means of production such as land. With such spirited efforts coming from NGOs, Government and other CSOs, there still remains a gap in terms of assessing the impact of such efforts. This paper thus focused on evaluating the role played by NGOs in empowering women engaging in Internal Savings and Lendings (ISALs) in ward 13 of Gutu district. Due to the fact that men and women see development with different lenses, the research looked at the perceptions of both men and women on the ISAL project as well as assess how NGOs address gender and women’s rights issues.  

This study looked at the effectiveness of NGO programmes on women empowerment by focusing on the ISAL project implemented by ZCDA in ward 13 of Gutu district. Quantitative and qualitative techniques of data collection and analysis were used in this research. Anchoring on Norman Long’s work, (2001) this research examined the way in which participants in the field are “locked into a series of intertwined battles over resources, meanings and institutional legitimacy and control” (Long, 2001).
