Full Text: In "Don't Set Speed Limits on Trading" (op-ed, Aug. 18) former Security and Exchange Commission Chairman Arthur Levitt Jr. refers to high-frequency traders as investors. This is a misnomer. They are highly sophisticated day traders, many of whom use pattern-recognition software to identify when buyers or sellers enter the market and interposition themselves. Their activities cloud true price discovery, raising costs for bona fide investors such as mutual funds. The profits generated from these high-frequency trading (HFT) activities come directly from other market participants in the form of higher prices. The argument that high-frequency traders provide liquidity is also illusionary. One moment they are buyers, the next they are seeking to liquidate their position at a profit.
