In the film Mr. Smith goes to Washington Mr.Smith who is head of the Boy Rangers was handpicked by Hopper to go into the senate. Mr. Smith is chosen to replace a recently deceased senator. They figured it’d be easy to manipulate Mr.Smith into going with the flow, they think he won’t have a say and will sit there and be quiet. Senator Payne is one of Mr.Smiths dad’s friends. Mr.Smiths Dad would always say good things about him.
Senator Payne needed to keep Mr.Smith busy in Washington so he told him to get help from his secretary Ms. Saunders . He told Mr. Smith he should propose a bill with the help of Ms.Saunders. Mr.Smith comes up with the idea to construct a National Boys Camp. This would be done with a fund from the government. The loan would be paid back by the kids and donations. Ms.Saunders helped Mr.Smith prepare for it so he could bring it up.
Mr.Smith brought it up and Senator Payne was quickly shocked on what Mr.Smith was saying. Payne knew the land that Mr.Smith had mentioned was about Willow Creek Dam. Payne was part of a scheme along with Jim Taylor. Jim Taylor and Payne were going to buy the land using someone else’s name and money from the government. This was so then they could bring up a efficiently bill and they would have to buy the land from them. That right there was their graft plan they hoped would happen right. Mr.Smith has no idea that they are part of a scheme and they just wanted him there to fill up a seat.
Payne tells Taylor he wants out, but Taylor reminds him Payne is only in power because of him (Taylor). Days go by and they are trying to kick Mr.Smith out cause everyone thinks he’s real dumb and doesn’t know anything.
