Giving a glaze of attention towards prison populations today in countries such as Britain and America, it is not hard to see that most prisons got racial disproportionality where most of the prisoners are not ‘white’. A question that criminologists has been pondering on for the last decade where as if the racial disproportionality in prisons has to do with errors in the criminal justice. Another question criminologist has been debating about for the last decade is if ‘blacks’ do commit more crime than whites and if they do, has that got to do with the racial disproportionality in prisons. Some researchers claim that ‘blacks’ have a lower IQ than others which leads to the disproportionality. Other claims that it has to do with a racist criminal justice system.

The ethnic monitoring system was first taken on by the prisons department in England and Wales in 1985. It was then identified that those of the prison population were 8 percent black.   Even though their population only made up to 1 percent in general. Ever since, the amount of both black female and male prisoners has grown bit by bit. In 1995, 11 percent of the female prison population and 20 percent of the male prison population were classified as black. Ten years ahead in 2005 the prison population of black people increased to 25 percent male prisoners and 28 percent female prisoners (Ministry of Justice 2007b).   This precedent is usually obvious amongst the American prisons where there were 250,000 African American males and 10,200 females in state and centralized prisons in 1985. A decade later in 1995 these numbers more then doubled with the number of such as 500,900 black males and more then tripled for black females.
